Information for drivers entering the territory of Montenegro with vehicles with foreign license plates

Drivers who enter the territory of Montenegro and drive vehicles that are usually located abroad, or vehicles with foreign license plates, must possess a valid international motor third party liability insurance document that is valid for Montenegro, or on which the international Montenegrin designation "MNE" is not crossed out.

Depending on the contractual relationship between the Association-National Bureau of Insurers of Montenegro and the national bureaus of the member countries of the "Green Card System", an international card - green/white card or license plate (MGA-License Plate Subsystem) is recognized as valid proof of motor third party liability insurance for vehicles with foreign license plates on the territory of Montenegro.

• Green/white card

The contractual relations between the Association-National Bureau of Insurers of Montenegro and the national bureaus of certain member countries of the "Green Card System" are based on the existence of a valid green/white card.

A valid international motor third party liability insurance document for vehicles with foreign license plates is a document known as a green/white card (international motor insurance card), which can be printed on green or white paper, up to A4 size, and must be presented in paper form (not electronic).

Drivers of vehicles with license plates from the following member states of the "Green Card System" must possess a valid green/white card when entering and driving in Montenegro:

• MGA or the so-called License Plate Subsystem

The contractual obligations between the Association-National Bureau of Insurers of Montenegro and the national bureaus of the member states of the so-called License Plate Subsystem are based on the Multilateral Agreement (MGA) which provides for license plates as valid international insurance documents, and vehicles with license plates of the MGA signatory states do not have to have a green/white card to enter and drive in Montenegro.

Drivers of vehicles with license plates from the following member states of the so-called "Green Card System" license plate subsystem have their license plate recognized as valid proof of insurance:

Certain types of vehicles are excluded from the provisions of the Multilateral Agreement - vehicles owned by the military of states, agricultural machinery, vehicles without license plates, and drivers of the aforementioned vehicles must either possess a green/white card or take out a border insurance policy when entering Montenegro.

• Vehicles with Kosovo license plates

Drivers of vehicles with Kosovo license plates will need a valid Kosovo Plus policy to enter and drive in Montenegro from July 1, 2021, based on the provisions of the Memorandum of Understanding concluded between the Association-National Bureau of Insurers of Montenegro and the Kosovo Insurance Bureau.

 Kosovo Plus policy is a special type of motor liability insurance policy issued by Kosovo insurance companies for traffic in the countries of the region, bearing in mind that the Kosovo Insurance Bureau is not a member of the Council of Bureaus of the "Green Card System", and therefore cannot issue green/white cards.

In the event that drivers of vehicles with Kosovo license plates do not possess a valid Kosovo Plus policy upon entering the territory of Montenegro, they are obliged to conclude a border insurance policy at the border crossing with a Montenegrin insurance company that deals with motor third party liability insurance.

• Border security

Vehicles with license plates from countries that are not members of the "Green Card System" (countries whose names are not in Table 1 and Table 2), as well as vehicles from countries that are not members of the so-called "Green Card System" license plate subsystem (Table 1) that do not have a valid international insurance card (green/white card) upon entering Montenegro, are required to conclude a border insurance policy with a Montenegrin insurance company that provides motor third party liability insurance for the period of stay in Montenegro.
